Black Suffrage: The 15th Amendment

Suffrage Inferences Surface

The 14th Amendment - which guaranteed basic civil rights to all citizens - intended to convince Southern states to grant suffrage, who were most certainly against it. To persuade South states to grant suffrage, the RRC (Radical Republican Congress) required ex-Confederate states to allow black suffrage if senators & representatives from those states were to be re-admitted into the Congress. Most did, but sixteen loyal Union states still denied black suffrage. An idea was thought up to convince everyone to agree that black suffrage did indeed exist. The 15th Amendment.
